Founded by Kevin Parris and Russell Harris, Dominion Engineering Associates was founded with the goal of going the extra step for every customer. The firm employs professional engineers, construction inspectors, laboratory technicians and administrative staff  that share the same vision with strong business ethics and integrity.




Managing Director

Kevin Parris – President/Owner, has over 20 years of experience in the Fredericksburg Region.  Mr. Parris founded Dominion Engineering in 2004 on core principles of customer service, quality engineering and integrity.  Mr. Parris has worked on thousands of projects in the area from the geotechnical design stage through construction, developing and executing the scope of service. As such, Mr. Parris can offer a tremendous wealth of first-hand experience to Dominion’s clients.

Managing Partner

Russell “Russ” Harris Jr., P.E., has over 30 years of experience in geotechnical engineering and joined the Dominion Engineering team in 2007 as a co-owner. His areas of expertise include in-situ testing, foundation systems, ground improvement, slope stability, retaining wall design, soil mechanics, problem soil sites, deep excavation evaluations, mass site grading, and expert witness testimony. Russ is at his best on the construction site, solving those daily problems that arise, with a common sense approach, mindful of economics and risk; providing real value to our clients.
